I use photoshop CS5 which makes the production of pixel art much much faster. Though there's honestly nothing in this picture that you couldn't pull off in MS Paint! I use to make all of my stuff in paint, it just took me a long time compared to PS. The key is practice practice practice!

I use MS Paint, nothing more than that, though the style is of my own, so you'll have to find yours, if you really want to dive deep into pixel art.
